From a story that Mt. Fuji and Lake Biwa had been created at the same time, Hokusai is showing (rather tongue in cheek) the historical documentation of that creation. All of the officials are in awe of the birth of the mountain except two men, distracted by something off to the right. What could possibly distract them from the mountain's grandeur?

First frame: A water drop hitting the water's surface is how I imagined a mountain being formed out of water.

Second frame: An artist's documentation of the birth of a mountain would require an accurate sketch on very official paper with an official brush.

Double frame: Today, we have so many distractions from reality, television being the most ubiquitous.
