From a story that Mt. Fuji and Lake Biwa
had been created at the same time, Hokusai is showing (rather tongue in
cheek) the historical documentation of that creation. All of the officials
are in awe of the birth of the mountain except two men, distracted by something
off to the right. What could possibly distract them from the mountain's
grandeur?

paper with an official brush.
